PROJECT DESCRIPTION
We are seeking a candidate to work as a Contracts Manager for our project with HART (Honolulu Area Rapid Transit). The Contracts Manager will need to manage the contracts management aspects of all the details mentioned below effectively in conjunction with the Project Manager and Project Planner.

20 miles (~32 km) double track line
100% elevated guideway in the median of existing roadways

HART will award the stations and track infrastructure works under 16 separate works packages. Ansaldo-Breda as the Systems and Vehicles Main Contractor will have to manage the interfacing and coordination with the Civil/Building/Infrastructure Works Package Contractors.
POSITION DESCRIPTION:
In accordance with the TS BU Vision, Mission, Values and Management Disciplines manage and coordinate the contracts management component of the TS BU Project Delivery Department on the Honolulu High-Capacity Transit Corridor Project (HHCTCP) to support the department s objectives in relation to maximizing profitability whilst maintaining strong client relationships.
ACCOUNTABILITIES:
Accountabilities include but are not limited to the following:
Safety
Contribute to and assist the Project Manager to ensure all project operations are conducted with due regard to USA railway systems safety and OH&S standards.
Contribute to a safe work environment including:
? Supporting the Project safety initiatives to promote a safety first culture,
? Supporting and contributing behavioural safety initiatives,
? Setting an example in following and promoting safe working practices,
Contracts Management Strategy
Contribute to and assist the Project Manager and Regional Head of Contracts Management to develop and manage the implementation of the TS BU contracts management strategy on the HHCTCP project by:
Developing strategies to achieve project commercial objectives and targets
Monitoring and reporting on implementation of those strategies
Monitoring and reporting on compliance of IMS procedures relevant to contracts management.
Implementing contract management function on the HHCTC project, advising and directing all project team members in safeguarding the contractual position and optimizing commercial outcomes on the project in conjunction with the Regional Head of Contracts Management and Project Manager;
Work closely with the Project Manager, Regional Head of Contracts Management and relevant project team members to proactively identify opportunities to maximize commercial returns, minimize contract risk, and plan commercial risk mitigation strategies;
Quality (Contracts Management Implementation) and Continuous Improvement
Contribute to and assist the Project Manager to ensure a quality first culture is embedded in the project and all activities.
Contribute to the quality objectives by:
Supporting the Company/TS BU quality initiatives to ensure that we meet customer expectations,
Proactively supporting the TS BU contract management approach,
Reviewing all contract, relevant USA Federal and State regulations, and other commercial documentation on the project to ensure TS BU interests are safeguarded and that the risk profiles are consistent with ASTS company and TS BU guidelines,
Providing contracts management support and guidance to the Project Manager and other relevant project team members,
Oversee contracts and implementing contract administration, including extension of time/additional costs claims, variation claims, progress claims, invoicing and payments,
Work closely with the Project Manager, Regional Head of Contracts Management and relevant project team members to proactively identify opportunities to minimise contract risk, and plan risk mitigation strategies,
Work closely with the project management team to develop commercial policies that are consistent with the project commercial goals,
Implement commercial risk and contracts management procedures and processes to ensure TS BU interests are safeguarded,
Supporting the Project Manager in all contract management matters, commercial claims and negotiations proceedings.
AUTHORITY:
In accordance with the Delegation Matrix.
EDUCATION/QUALIFICATIONS:
Tertiary qualifications in engineering, project/construction management or Quantity Surveying are essential.
Post graduate qualifications in contracts or business management are highly desirable.
EXPERIENCE:
Minimum of 10 years experience in the railway industry.
Minimum of 10 years experience in commercial roles in a complex technical or engineering centered organization.
