Job Summary:
The Computer Specialist II analyzes and develops computer software possessing a wide range of capabilities, including numerous engineering, business, and records management functions.

Essential Duties and Responsibilities include the following: (Not listed in order of importance; other duties may be assigned)
* Analyzes and develops computer software possessing a wide range of capabilities, including numerous engineering, business, and records management functions.
* Develops plans for automated information systems from project inception to conclusion
* Analyzes user interfaces, maintain hardware and software performance tuning, analyze workload and computer usage, maintain interfaces with outside systems, analyze downtimes, analyze proposed system modifications, upgrades and new COTS.
* Analyzes the problem and the information to be processed. Defines the problem, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests.
* Coordinates closely with programmers to ensure proper implementation of program and system specifications.
* Develops, in conjunction with functional users, system alternative solutions.

Education and/or Experience:
* Bachelor s degree in a computer science, information system, physical science, engineering or mathematics intensive discipline. .
* Seven years of increasingly complex and progressive experience in performing systems analysis, development, and implementation of business, mathematical, or scientific settings using a variety of information technology resources.
* Equivalent combination of knowledge and specialized experience may be acceptable in lieu of a degree.
* Government contract may require person to possess proof of U.S. citizenship
Knowledge:
* Knowledge and/or experience involving complex or substantive information technology projects including one year of experience demonstrating management and supervision capabilities
* Ozone Widge Framework (OWF)
* Knowledge of Department of Defense (DoD) Medical Systems
* DoD Joint Planning environment
* Complex experience in computer simulation and planning exercises
* Client-server architectures
* Advanced networking techniques and protocols
* Service Oriented Architecture
* Data bases (flat-file, relational, and object-oriented)
* High-order programming languages, and operating systems (e.g., UNIX/ULTRIX, HP-UX, SUN-OS, VAX/VMS)
* Oracle, GCSS, GCCS, C/JMTK, JC3IEDM, ESRI GIS knowledge desired
Abilities:
* Ability to prioritize and meet deadlines
* Excellent critical thinking skills
* Strong self-starter requiring minimal supervision
* Strong problem-solving skills
* Strong verbal communication to effectively express concepts, plans, and proposals
Clearance:
Top Secret Required. Full scope poly clearance.
Supervisory Responsibilities: None for this position.
