Research Corporation of the University of Hawaii (RCUH). Regular, Full-Time, RCUH Non-Civil Service position with the Human Resources Dept., RCUH core staff located in Honolulu, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, & compliance w/ applicable Federal/State laws.
SALARY: Commensurate with qualifications.
DUTIES: Works w/ the Payroll Operations Mgr. in managing the requirements of payroll & related functions of the RCUH Human Resources Dept. Assist w/ the administration of RCUH payroll processing, which utilizes a comprehensive computerized payroll system (PeopleSoft) to produce an accurate, timely & efficient semi-monthly payroll for over 2500 employees. Assist w/ the supervision of the RCUH payroll staff, administer RCUH policies & procedures, & maintain the payroll processing & online timekeeping systems. Perform reviews & audits to ensure compliance w/ state & federal payroll & tax laws, as well as w/ timesheet certification requirements. Manage operations relating to payroll processing, adjustments, resolution of payroll problems, pay distribution, benefit deductions & payments. Administer payroll tax accounting, reporting & payment functions, General Ledger entries & account reconciliations, & accounts payable of benefits, taxes & advertising. Assist w/ the reconciliation of payroll year-end, including the preparation & distribution of W-2 (Wage & Tax Statement) & other year-end tax forms. Coordinate work w/ technical support consultants for PeopleSoft, network, & web applications. Assist w/ the visualization, planning & implementation of future system & operational enhancements as well as the planning of the future direction of the RCUH Payroll section in general. Act on behalf of the Payroll Operations Mgr., in his/her absence or as needed.
PRIMARY QUALIFICATIONS: EDUCATION: Bachelors Degree in Business Admin & a Fundamental Payroll Certification from the American Payroll Association. Or some college w/ a Certified Payroll Professional Certification from the American Payroll Associate or equivalent experience as a payroll professional may substitute. EXPERIENCE: 3-5 yrs. of progressively responsible professional experience, or direct or related involvement in more than one of the following: payroll production, payroll reporting, payroll accounting, payroll systems, payroll taxation, payroll administration, & payroll education/consulting. At least 1 yr. of supervisory experience w/ problem-solving & decision making capacity preferred. ABIL/KNOW/SKILLS: Considerable knowledge of payroll systems, operations, & procedures to ensure an accurate & timely payroll for 2500 employees. Familiarity w/ State of Hawaii & Internal Revenue Service payroll related rules, regulations & reporting requirements (i.e., IRS Form 941, HW-6, tax levies, etc.). Working knowledge of general ledger & accounting principles, & audit/ internal control requirements associated w/ payroll. Proficient in use of PCs, business PC applications (Microsoft Excel, Word, PowerPoint), automated payroll systems, internet, email, & 10-key by touch. Must be service oriented w/ excellent written/verbal communication skills. Must know how to research & interpret payroll tax laws.
SECONDARY QUALIFICATIONS: Previous work experience w/ PeopleSoft Payroll for North America. Extensive previous payroll supervisory experience w/ large (500+) employee base & staff of two or more. Knowledge of functions, principles & practices of the RCUH accounting system or the UH fiscal system. Expertise or experience w/ payroll tax exemptions & payroll tax regulations for foreign employees.
